| John Mitchell, President
and CEO |

Mr. Mitchell has led a number of organizations over
the last twenty years. His experience is varied but
has always involved training, teaching or mentoring.
He has served as Manager of Network Services for Puget
Sound Energy, Manger of Networks and Telecommunications
for Washington Natural Gas. Currently he is CFO and
a Principal of Moss Bay Group, a consulting firm established
to assist companies both public and private in grant-writing,
network design, systems configuration and control of
TCO through judicious management of resources. A Northwest
Native, Mr. Mitchell is a Seattle Fire Department trained
paramedic and worked for King County in the capacity
of professional firefighter/paramedic for 12 years.
He was trained at the University of Washington School
of Medicine, Advanced Mobile Intensive Care Paramedic
Program and graduated first in his class. He is nationally
registered as an EMT-Paramedic. As an Instructor at
Bellingham Vocational Technical College, Mr. Mitchell
taught Advanced Airway Management, Advanced Trauma Life
Support and Advanced Cardiac Life Support. As an instructor
Mr. Mitchell has taught for: The American Heart Association,
The American Red Cross, King County, Washington State,
Snohomish County and the American College of Emergency
Physicians. Mr. Mitchell has served on various boards
including; King County Communicable Disease Board, TeraBeam
Advisory Board, Washington State Council of Firefighters,
Mr. Mitchell's experience and education in emergency
medicine, information technology and corporate management
make him uniquely qualified to lead Incident Tactics
into the marketplace.

| David Nicksic, Vice President
& CFO |

Mr. Nicksic has over twenty years of professional technology-related
experience, including over eighteen years as a professional
consultant. Mr. Nicksic began his career with the Pacific
Northwest Bell and AT&T with responsibility for
marketing to the Pacific Northwest's major financial
institutions. Subsequently, he became a senior consultant
for Compass Consulting Group. Mr. Nicksic became the
manager of KPMG Peat Marwick's western region technology
practice.
As President and Principal of Moss Bay Group, Mr. Nicksic
has conducted or directed many large consulting projects
for state and local government agencies, universities,
corporations, and private sector clients. With an education
and experience in finance, Mr. Nicksic provides Incident
Tactics valuable perspective in the area of investor
relations and cost control. Mr. Nicksic is responsible
for establishing Incident Tactic's day-to-day operations
as well as the initial marketing efforts.

Jeff Sedivec, Advisory Board Member

Jeff Sedivec is the President of the California State
Firefighters' Association (CSFA). The CSFA is the oldest
and largest firefighter association in California, representing
over 29,000 firefighters and emergency medical services
personnel from every background, including: career,
volunteer, state, federal and private fire brigades.
Founded in 1922, the CSFA is responsible for sponsoring
landmark legislation protecting firefighters and the
general public. Sedivec started his 24 year-long career
in Fire/EMS in 1978 when he began as an emergency medical
technician (EMT) for Schaefer's ambulance in Los Angeles.
In 1984 Sedivec was recruited by the Santa Ana Fire
Department (SAFD) in Orange County California. Sedivec
served as the Regional Pre-Hospital Care Coordinator
for Southern Los Angeles and Orange County Olympic venues
during the 1984 Olympics.

| Allen Appell PHD, Advisory Board
Member |
Dr. Allen L. Appell, PHD is an advisory board member
of Incident Tactics and a Professor Emeritus at San
Francisco State University. He has had wide experience
in the private sector including employment as the
Director of Marketing of Hyatt Corporation, founder
and President of a marketing consultancy. Presently
Dr. Appell is President of Appell Properties, a real
estate investment firm. His publishing includes numerous
business articles and a book on organizational behavior.

| Angel Sanchez PHD, Advisory Board
Member |
Dr. Sanchez is the CEO and President of Pathways
& Insights Associates Corporation, a strategic
planning, social research and program evaluation company
serving education and human services organizations.
Dr. Sanchez has more than 20 years of dedicated administration,
policy research, and education research service experience
in the higher education and public education community.
Dr. Sanchez earned his doctoral degree in 1983 from
the University California, Los Angeles in Sociology
and Social Research.
